• Currently, the Ministry of Ayush is running a Central Sector Scheme namely, AYURSWASTHYA Yojana with two components (i) AYUSH and Public Health (PHI) and (ii) Centre of Excellence (CoE) from the Financial Year 2021-22 by merging two erstwhile schemes of this Ministry namely (i) Central Sector Scheme of Grant-in-Aid for Promotion of AYUSH Intervention in Public Health Initiatives (PHI) and (ii) Central Sector Scheme for assistance to AYUSH organizations (Government / Non-Government Non-Profit) engaged in AYUSH Education/ Drug Development & Research / Clinical Research etc. for upgradation to Centre of Excellence (CoE).


  • Under the Centre of Excellence component of AYURSWASTHYA Yojana, financial assistance is provided to eligible individual organizations/institutes for establishing and upgrading their functions & facilities and/or for research & development activities in AYUSH.


  • The objectives of the Centre of Excellence component of AYURSWASTHYA Yojana are as under: -


  • i. To support establishment of advanced/ specialized AYUSH medical health unit in reputed AYUSH and Allopathic institutions both in Government and Non-Government sector.


  • ii. To support creative and innovative proposals for establishment and upgradation of both functions and facilities of reputed institutions to strengthen competencies of AYUSH professionals in education technology, research & innovation and such other fields necessary for promotion of AYUSH at national as well as international level.


  • iii. To support creative and innovative proposals for prestigious organizations which have well-established buildings and infrastructure, and wish to work for AYUSH systems to the level of Centre of Excellence.


  • The maximum admissible financial assistance under the Centre of Excellence component of AYURSWASTHYA Yojana, to an organization/institute is Rs.10.00 crores for maximum period of three years.


  • The projects are sanctioned and funds are released directly to the eligible individual organizations/institutes based on the merit of the proposals received from them, under the Centre of Excellence component of AYURSWASTHYA Yojana.


  • There is no provision for State/UT-wise sanction/allocation of funds under the Centre of Excellence component of AYURSWASTHYA Yojana and under erstwhile Centre of Excellence scheme also.


  • The wider aspect of health care services i.e. preventive, promotive, curative and palliative health care services are provided by the grantee organizations/institutions under the erstwhile Centre of Excellence scheme and Centre of Excellence component of AYURSWASTHYA Yojana all over the country as per the objectives of the projects.


  • These services are provided to the public including Economical Weaker Section of the society as per scheme guidelines.


  • Special attentions are provided for quality improvement of these health care services also.


  • No organization/institute of Puducherry is supported under erstwhile Centre of Excellence scheme and Centre of Excellence component of AYURSWASTHYA Yojana. Further, no proposals were received under the Centre of Excellence component of AYURSWASTHYA Yojana from the UT of Puducherry.


  • Under Centre of Excellence component of AYURSWASTHYA Yojana, there is provision to support AYUSH institutions/organizations for their up-gradation to the level of Centre of Excellence.


  • Ministry of Ayush consider project proposals for up-gradation of AYUSH institutions, whenever received from the eligible organizations/institutes from all over the country including Puducherry, based on the merit of the proposal, as per the provisions of the Scheme guidelines and as per the availability of funds.


  • The Ministry of AYUSH under its Central Sector Scheme for promotion of International Cooperation, undertakes various initiatives for international promotion, propagation & Global acceptability of AYUSH systems of medicine


  • Such as Bilateral & Multilateral negotiations with different countries to undertake various steps for trade facilitation, recognition to Ayush System, establishing a dedicated AYUSH Export Promotion Council (AEPC) to promote export of Ayush products/ Medicines/Services, support to Industry & Hospitals for participation in International Exhibitions, deputation of experts to various countries establishing quality standards by collaborating with International Agencies like WHO, ISO etc., encouraging outbound investment, establishing International Ayush Institutes, offering scholarship to foreign nationals for pursuing Ayush courses in India etc.


  • The Government has developed Champion Services Sector Scheme for Medical value Travel to enhance medical tourism in the field of Ayush and to provide support establishing world class state of the art AYUSH hospitals.


  • The Govt. has also formed a National Medical & Wellness Tourism Board to boost Medical, Wellness, Yoga and Ayurveda tourism. The Government of India is aiming to position India as a destination for health and wellness tourism through Ayush System.


  • Govt of India has taken various policy initiatives to promote Indian Traditional System of Medicine such as launching of National AYUSH Mission (NAM) to envisage better access to AYUSH services through increase in the number of AYUSH Hospitals and Dispensaries, inclusion of Ayush in National Programme for Prevention and Control of Cancer, Diabetes, Cardio-vascular diseases and Stroke (NPCDCS), operationalization of 12,500 AYUSH Health and Wellness Centres under Ayushman Bharat to provide AYUSH services, introducing insurance coverage for Ayush treatments, disseminating the merits of AYUSH systems through Print/Electronic/Social Media Platforms.


  • The AYURSWASTHYA YOJANA, a new umbrella scheme has been developed to roll out of authentic classical AYUSH Interventions for promoting community health care and to provide support for establishment of Ayush medical health unit in reputed Ayush and Allopathy institutions.


  • Given the growing consumer acceptance of AYUSH in the domestic and global society as an important component of pluralistic schemes of healthcare, the Govt. of India had decided to identify reputed institutions engaged in AYUSH Education / Drug Development & Research / Clinical Research etc. in Government/ Non-Government Non- profit and to support them to upgrade their functions and facilities to levels of excellence under the scheme Centre of Excellence.


  • This scheme also stated in 11th Plan period and successfully continuing till date. Till date 34 projects have been sanctioned under this scheme.


  • Out of which 9 pharmacopoeia labs developed, 22 AYUSH research organization 22 upgraded and 2 AYUSH hospitals upgraded with the quality services, 7 AYUSH journals published.


  • Moreover, specific centers are being developed, which are also being utilized for specialized training under CREV programme. Hence young professionals are also getting trained

  • OBJECTIVES OF PHI COMPONENT:- Roll out of authentic classical AYUSH interventions with following

  • To promote AYUSH intervention for community health care.


  • To demonstrate advantages of AYUSH health care in public health.


  • To support for implementing Sustainable Development Goal-2 (SDG2) and Sustainable Development Goal -3 (SDG 3) through integrating AYUSH system.


  • Documentation of the efficacy of AYUSH systems through AYUSH interventions in various public health issues which can be taken up in larger scale for implementation in national health programmes.


  • To support establishment of advanced/ specialized AYUSH medical health unit in reputed AYUSH and Allopathy institutions both in Government and Non-Government sector.


  • To support creative and innovative proposals for establishment and upgradation of both functions and facilities of reputed institutions to strengthen competencies of AYUSH professionals in Education technology, Research & innovation and such other fields necessary for promotion of AYUSH at national as well as international level.


  • To support creative and innovative proposals for prestigious organizations which have well-established buildings and infrastructure, and wish to work for AYUSH systems to the level of Centre of Excellence.


  • Before consideration for final selection/sanction, Project proposal will be subjected to appraisal by a Committee comprising of


  • Additional Secretary / Joint Secretary (AYUSH) / Equivalent officer – Chairperson


  • Concerned Adviser in Ministry of AYUSH- Member


  • Concerned Director of Research Council –Member


  • One representatives of reputed Community Medicine /Public Health nominated by Secretary (AYUSH)- Member


  • Director in-charge / Deputy Secretary/ equivalent officer of the Scheme- Member Convener.


  • The PAC will also get the achievement cum performance report, utilization certificate before recommending release of installments


  • APPROVAL OF PROJECTS:-


  • The project proposals recommended by the Appraisal Committee will be considered for sanction of grant by a Project Sanctioning Committee comprising of


  • i. Secretary (AYUSH) - Chairperson.


  • ii. Financial Adviser of the Ministry –Member


  • iii. Joint Secretary (AYUSH)- Member


  • iv. Concerned Adviser –Member


  • v. Subject expert to be nominated by the Ministry according to the proposal of COE.


  • vi. One renowned Community or Public Health experts nominated by Secretary (AYUSH) Member.


  • vii. Director / Deputy Secretary / equivalent officer –Member Convener.
