• SVAMITVA Scheme wins Best Innovation Award for Innovation Sandbox presentation during Public Policy Dialogues–2024 at Indian School of Business, Hyderabad


  • SVAMITVA Scheme has been saturated with generation of property cards of all inhabited villages of Haryana, Uttarakhand, Puducherry, Andaman and Nicobar Islands and Goa


  • Drone survey has been completed in 2.90 lakh villages and 1.66 crore property cards have been prepared for 1.06 lakh villages so far


  • The Ministry of Panchayati Raj participated in the Innovation Sandbox presentation and showcased the “Digital Transformation Initiatives in Land Governance through SVAMITVA Scheme” detailing the processes followed by States to digitalize land governance systems transparently and efficiently.


  • The Ministry of Panchayati Raj has been conferred with the prestigious 1st Prize in the Innovation Sandbox presentation for “Digital Transformation Initiatives in Land Governance through SVAMITVA Scheme” at the second annual three-day “Public Policy Dialogues” Conclave of the Bharti Institute of Public Policy (BIPP), Indian School of Business (ISB), Hyderabad during 3rd January – 5th January 2024.


  • The Ministry of Panchayati Raj’s innovative efforts in leveraging technology to enhance the efficacy and accountability in the implementation of SVAMITVA Scheme were acknowledged as outstanding and transformative on previous occasions as well.


  • SVAMITVA Scheme had won the prestigious Gold Prize in National Awards for e-Governance 2023 in the category “Use of Emerging Technology for Providing Citizen-Centric Services” organized by the Department of Administrative Reforms and Public Grievances (DARPG), Ministry of Personnel, Public Grievances and Pensions at Indore, Madhya Pradesh in October 2023.


  • SVAMITVA Scheme was also conferred with the Gold award for the category “Innovative Use of Technology in e-Governance for Digital Transformation” at Digitech Conclave 2023 organized at Goa in August 2023.


  • SVAMITVA Scheme of the Ministry of Panchayati Raj is a Central Sector Scheme that has significantly contributed to the empowerment of rural communities in India.


  • By leveraging cutting-edge drone surveys and GIS mapping technology, the scheme ensures accurate demarcation of land parcels, thereby mitigating disputes and providing individuals with property records of rights i.e. SVAMITVA Property Cards, thereby facilitating monetization of properties, enabling bank loans and comprehensive village-level planning.


  • This integration of technology not only streamlines the documentation process but also marks a significant step towards a more transparent and efficient land administration system, fostering socio-economic progress in rural areas.


  • The SVAMITVA Scheme (https://svamitva.nic.in) stands out as a ground-breaking initiative that harnesses innovation and new technologies to transform the landscape of land ownership in rural India.


  • The Scheme has been recognized and received awards on various platforms since its launch by the Prime Minister Narendra Modi on 24th April, 2020.


  • The scheme with target year of completion of its implementation 2024–25, has achieved many milestones.


  • The drone survey has been completed in 2.90 lakh villages and 1.66 crore property cards have been prepared for 1.06 lakh villages so far.

  • The pilot phase of the SVAMITVA Scheme was launched on 24th April 2020 for implementation during 2020-21.


  • The national roll out of scheme was launched on 24th April 2021.


  • SVAMITVA Scheme is being implemented with the collaborative efforts of the Ministry of Panchayati Raj, State Revenue Department, State Panchayati Raj Department and Survey of India (SoI).


  • States need to sign Memorandum of Understanding (MoU) with SoI for implementation of the scheme. So far 31 States/Union Territories (UTs) have signed MoU with SoI.


  • As on 26.07.2023, the drone flying under SVAMITVA scheme has been completed in 2,70,924 villages of the country.


  • The preparation and distribution of Property Cards on the basis of maps generated under SVAMITVA Scheme by the Survey of India is the responsibility of the respective State Government.


  • However, Ministry of Panchayati Raj is engaged with States/UTs to integrate property cards generated under SVAMITVA with DigiLocker platform. As on 26.07.2023, the property cards have been prepared in 89,749 villages.


  • Maps generated under SVAMITVA scheme are geo-referenced maps capturing digital images of properties in rural abadi areas.


  • In addition to this, under e-Panchayat Mission Mode Project (MMP), Ministry of Panchayati Raj has launched mActionSoft, a mobile based solution to help in capturing photos with Geo-Tags (i.e. GPS Coordinates) for the works which have asset as an output.


  • Geo-tagging of the assets is done in all three stages viz. (i) before start of the work, (ii) during the work and (iii) on completion of work.


  • This would provide a repository of information on all works and assets related to natural resource management, water harvesting, drought proofing, sanitation, agriculture, check dams and irrigation channels etc.


  • Geo-Tagging has been made mandatory for assets created under XV Finance Commission funds and all the Panchayati Raj Institution have been onboarded on mActionSoft application.


  • Ministry of Panchayati Raj (MoPR) is implementing Central Sector Scheme SVAMITVA with the aim to provide the ‘Record of Rights’ to village household owners possessing houses in inhabited areas in villages.


  • Legal ownership rights (Property cards/Title deeds) are issued by mapping of land parcels using drone technology.


  • It is being implemented with the collaborative efforts of the Ministry of Panchayati Raj, State Revenue Department, State Panchayati Raj Department and Survey of India (SoI).

  • The Scheme aims to cover all the villages across the country by March 2025.State-wise details of the number of villages to be covered under SVAMITVA scheme till March 2025 is attached at Annexure-I.


  • The progress of implementation and completion of mapping of a particular area under the scheme depends upon various factors like the State establishing the legal framework for Property Cards, availability of drone teams, the State providing proper chuna-marked villages,weather conditions etc.


  • As on 15.12.2021, drone flying has been completed in 1,127 villages and 582 Property Cards in 38 villages have been distributed in Rajasthan.


  • There are 183 villages in Jaisalmer, 850 villages in Dausa and 94 villages in Jaipur district where drone flying has been completed.


  • Property Cards, known as Pattas in Rajasthan, have been distributed in only 38 villages in Jaisalmer district.


  • As per the Framework of the SVAMITVA scheme, the plan is to cover 13,000 villages in 2021-22 and 33,543 villages in 2022-23 in the State of Rajasthan. The number of villages to be covered over a period of time depends upon various factors like the preparedness of the State, utilization of available drone teams and early ground- verification by the State officials, apart from weather conditions.


  • One objective of the scheme is to facilitate monetization of properties of the citizens of rural India by enabling them to use their property as a financial asset by taking loans and other financial benefits.


  • Data for grant of property loan through SVAMITVA Scheme is not maintained by the Ministry.


  • The adjudicating disputes/objections during the survey and certifications process enshrined in the SVAMITVA scheme aims at reducing the number of land related disputes.


  • It is upto the State Government to prioritise the coverage of any particular area under the scheme within the ambit of the MoU it has entered into with the SoI.


  • The Central Sector Scheme, Survey of Villages and Mapping with Improvised Technology in Village Areas (SVAMITVA) Scheme commenced from the Financial Year 2020-21.


  • It aims to provide the ‘Record of Rights’ to village household owners possessing houses in inhabited areas in villages with issuance of legal ownership rights (Property cards/Title deeds).

  • Survey of Villages Abadi & Mapping with Improvised Technology in Village Areas (SVAMITVA) Scheme is a Central Sector scheme launched by Hon’ble Prime Minister of India on National Panchayat Day i.e 24th April 2020.


  • The Ministry of Panchayati Raj (MoPR) is the Nodal Ministry for implementation of the scheme. In the States, the Revenue Department / Land Records Department will be the Nodal Department and shall carry out the scheme with support of State Panchayati Raj Department. Survey of India is the technology partner for implementation.


  • The scheme aims to provide an integrated property validation solution for rural India. The demarcation of rural abadi areas would be done using Drone Surveying technology.


  • This would provide the ‘record of rights’ to village household owners possessing houses in inhabited rural areas in villages which, in turn, would enable them to use their property as a financial asset for taking loans and other financial benefits from Bank


  • The scheme seeks to achieve the following objectives:


  • To bring financial stability to the citizens in rural India by enabling them to use their property as a financial asset for taking loans and other financial benefits.


  • Creation of accurate land records for rural planning.


  • Determination of property tax, which would accrue to the GPs directly in States where it is devolved or else, add to the State exchequer.


  • Creation of survey infrastructure and GIS maps that can be leveraged by any department for their use.


  • To support in preparation of better-quality Gram Panchayat Development Plan (GPDP) by making use of GIS maps.


  • To reduce property related disputes and legal cases.


  • Scheme aims to cover 6.62 lakh villages in the country from 2020-21 to 2024-25


  • The Central Sector Scheme, SVAMITVA, aims to provide the ‘Record of Rights’ to village household owners possessing houses in inhabited areas, called Abadi in some States, with legal ownership rights (Property cards/Title deeds).


  • Under the scheme, the land parcels in rural inhabited area of all the villages are surveyed using drone technology.


  • The scheme aims to cover 6.62 lakh villages in the country from Financial Year 2020-21 to Financial Year 2024-25. It is being implemented with the collaborative efforts of the Ministry of Panchayati Raj, Survey of India (SoI), State Revenue Department, State Panchayati Raj Department and National Informatics Centre.


  • States need to sign Memorandum of Understanding (MoU) with SoI for implementation of the scheme. So far 31 States/UTs have signed MoU with SoI.


  • Under the scheme, funds to Survey of India are provided for two components – Large Scale Mapping (LSM) using drones and establishment of Continuous Operating Reference Station (CORS).


  • Funds on limited scale are also provided directly to States for Information, Education, Communication (IEC) and setting up of State Project Monitoring Unit (SPMU).


  • Funds are also released to National Informatics Centre (NIC) through National Informatics Centre Services Inc (NICSI) for Enhancement of Spatial Planning Application ‘Gram Manchitra’ and Central Infrastructure..


  • Under SVAMITVA scheme funds are provided to SoI and States/UTs on the basis of number of villages to be covered during a period of time. After receiving demands from SoI and States/UTs, funds are released on time to them after proper scrutiny.


  • After successful launch of the scheme during 2020-21 in the pilot States of Haryana, Karnataka, Madhya Pradesh, Maharashtra, Uttar Pradesh, Uttarakhand, Punjab, Rajasthan and Andhra Pradesh in Phase 1, SVAMITVA Scheme was extended throughout the country from 2021-22.


  • Under the scheme, the funds are provided to State/UTs to carry out Information, Education, Communication (IEC) activities to spread the awareness of the scheme.


  • Setting up interim targets for the States/UTs and Survey of India, regular meeting with States/ Survey of India for monitoring, four level monitoring system at National, State, District and Panchayat, hand-holding of States/UTs, discussion with difference stakeholders at various workshops etc. are some of the steps taken by the Government to implement and to further the reach of the scheme.


  • Svamitva Scheme (Survey of Villages Abadi and Mapping with Improvised Technology in Village Area) is a property survey program launched by Indian Prime Minister Narendra Modi on April 24, 2020, as a central-sector scheme to promote socio-economic empowerment and a more self-reliant rural India.


  • About 6.62 lakh villages across the country will be surveyed in this scheme from 2021 to 2025, using varied technology including drones to collect property data.


  • The initial phase of the scheme was implemented during 2020-21 in select villages of Maharashtra, Karnataka, Haryana, Uttar Pradesh, Uttarakhand, Madhya Pradesh, Punjab and Rajasthan.


  • The scheme is intended to reduce property disputes by providing accurate land records while boosting financial liquidity.


  • The scheme aims to streamline planning and revenue collection, as well as ensuring residents are informed of property rights in rural areas.


  • SVAMITVA, a Central Sector Scheme of Ministry of Panchayati Raj was nation-wide launched by the Hon’ble Prime Minister on National Panchayati Raj Day, 24th April 2021 after successful completion of pilot phase of scheme ( 2020-2021) in 9 states.


  • Scheme is a reformative step towards establishment of clear ownership of property in rural inhabited (“Abadi”) areas, by mapping of land parcels using drone technology and providing ‘Record of Rights’ to village household owners with issuance of legal ownership cards (Property cards/Title deeds) to the property owners.


  • The Scheme is implemented with the collaborative efforts of the Ministry of Panchayati Raj, State Revenue Department, State Panchayati Raj Department and Survey of India


  • The Government of India has decided to implement a scheme for surveying the land parcels in rural inhabited area using Drone technology.


  • The survey shall be done across the country in a phase wise manner over the period of five years (2020 2025).


  • The scheme is a Central Sector Scheme titled “SVAMITVA – Survey of villages and mapping with improvised technology in village areas”


  • This is first time ever initiative that such a large-scale exercise involving most modern drone technology is being carried out to benefit millions of rural property owners covering all villages across the country.


  • The outcome from the scheme would include updating the ‘record-of-rights’ in the revenue/property registers and issuance of property cards to the property owners.


  • This would facilitate monetization of rural residential assets for credit and other financial services.


  • Further, this would also pave the way for clear determination of property tax, which would accrue to the GPs leading where devolved.


  • The main activities under the Scheme are: Establishment of Continuous Operating Reference System: CORS is network of reference stations that provide a virtual base station that allows access long-range high-accuracy network RTK corrections with centimetre-level horizontal positioning in real-time. CORS network supports in accurate Geo-referencing, ground truthing and demarcation of lands.


  • Large Scale mapping using Drones: Rural inhabited (abadi) area would be mapped by Survey of India using drone Survey. It would generate high resolution and accurate maps to confer ownership property rights. Based on these maps or data, property cards would be issued to the rural household owners


  • Awareness program to sensitize the rural population about the surveying methodology and its benefits


  • Setting of Programme management unit at National and State level


  • Development/ Maintenance of Scheme Dashboard and integration of drone survey Spatial data/maps with Ministry’s Spatial planning application to support in planning at local level


  • Documentation of best practices/ conducting National and Regional workshops


  • The following stakeholders would be involved in carrying out the scheme: Nodal Ministry (Ministry of Panchayati Raj), Govt of India; Survey of India (Technology Implementation Agency) ; State Revenue Department ; State Panchayati Raj Department ; Local district authorities. ; Property owner ; Gram Panchayat (GP). ; National Informatics Centre (NIC) – GIS Division ; Other line departments having assets in Rural inhabited areas (if any) for preparing comprehensive database. ;


  • For monitoring purpose, a four-layer monitoring and evaluation framework shall be put in place for timely monitoring, reporting and course corrections (wherever necessary).


  • A pilot of the scheme is already in progress in 09 states viz. Haryana, Karnataka, Maharashtra, Madhya Pradesh, Uttarakhand, Uttar Pradesh , Punjab, Rajasthan and Andhra Pradesh and as an outcome of the pilot, property cards have been distributed to nearly 3 lakh beneficiaries till Feb’21.


  • The Government of India has decided to implement the Central Sector scheme “SVAMITVA”. The Scheme aims to provide an integrated property validation solution for rural India


  • . The demarcation of abadi areas (the abadi area includes inhabitant land, inhabited areas contiguous to Abadi and wadis/basties in rural areas ) would be done using Drone Surveying technology, with the collaborative efforts of the Ministry of Panchayati Raj, State Panchayati Raj Department, State Revenue Departments and Survey of India.


  • This would provide the ‘Record of Rights’ to village household owners possessing houses in inhabited rural areas in villages which, in turn, would enable them to use their property as a financial asset for taking loans and other financial benefits from Banks.


  • Further, this would also enable updation of property and asset register to strengthen tax collection and demand assessment process of Gram Panchayats in States where Property tax is devolved to the Gram Panchayats.


  • Apart from demarcation of individual rural property, other Gram Panchayat and community assets like village roads, ponds, canals, open spaces, school, Anganwadi, Health sub-centres, etc. would also be surveyed and GIS maps would be created.


  • Further, these GIS maps and spatial database would also help in preparation of accurate work estimates for various works undertaken by Gram Panchayats and other Departments of State Government.


  • These can also be used to prepare better-quality Gram Panchayat Development Plan (GPDP).


  • Survey of rural land in India for Settlement and record of rights had last been completed many decades back and moreover, ABADI (inhabited) area of villages were not surveyed/ mapped in most States.


  • Hence, in the absence of a legal document, the owner of the property in the rural habitations are not able to leverage their own property as a financial asset acceptable by the banks for the purpose of providing loans and other financial assistance.


  • In order to provide the legal right of the property to the household owner in a time transparent and cost-effective manner, there is a need of latest Drone Technology and Continuously Operating Reference Station (CORS) technology for capturing images.


  • The Survey of India (SoI) prepares National Topographic database on all scales, leveraging emerging technologies for topographical mapping at various scales as per user requirements using Airborne-Photography, Satellite Imageries (Stereo/Mono), Airborne-LIDAR, High Resolution Satellite Imageries (HRSI), Unmanned Air Vehicles (UAV) or Drone platform with Optical/Infra-Red/LIDAR sensors.


  • High resolution mapping at very large scales for revenue, urban and water resources requirements has been in forefront for the past 3-4 years and SoI has evolved standard operating procedures for acquiring very high-resolution aerial images and preparing very large scale maps at 1:500 scale using Drones.


  • The high resolution and `accurate image base maps have facilitated creation of the most durable record of property holdings in these areas with no legacy revenue records.


  • Such accurate image base maps provide a clear demarcation of land holdings in a very short frame of time compared to on ground physical measurement and mapping of the land parcels.


  • Further, these maps are free from measurement errors to a very large extent, which is not the case with physical on ground measurements.


  • Such maps provide a visual aid to the landowners as well as to the revenue officials for identifying and resolving any property dispute and are also an invaluable tool for local level planning.


  • The scheme seeks to achieve the following objectives: - Creation of accurate land records for rural planning and reduce property related disputes.


  • To bring financial stability to the citizens in rural India by enabling them to use their property as a financial asset for taking loans and other financial benefits.


  • Determination of property tax, which would accrue to the GPs directly in States where it is devolved or else, add to the State exchequer.


  • Creation of survey infrastructure and GIS maps that can be leveraged by any department for their use.

  • For achieving the above objectives in full measure, certain actions are necessitated by States


  • All villages in the country which will be eventually covered in this scheme.


  • The entire work is likely to be spread over a period of five years from April 2020 to March 2025.


  • Pilot Phase of the Scheme implemented in FY 2020-21 covered States of Haryana, Karnataka, Madhya Pradesh, Maharashtra, Uttar Pradesh and Uttarakhand, Punjab, Rajasthan and Andhra Pradesh and CORS network establishment in States of Haryana, Punjab, Rajasthan and Madhya Pradesh


  • Continuously Operating Reference Stations (CORS) is a network of reference stations that provide a virtual base station that allows access long-range high accuracy Network RTK corrections.


  • The CORS Network supports in establishing Ground Control Points, which is an important activity for accurate Geo referencing, ground truthing and demarcation of Lands.


  • Large Scale Mapping (LSM) using Drone Rural inhabited (abadi) area would be mapped by Survey of India using drone Survey.


  • It would generate high resolution and accurate maps to confer ownership property rights.


  • Based on these maps or data, property cards would be issued to the rural household owners.


  • IEC Activities Awareness program to sensitize the rural population about the surveying methodology and its benefits


  • Enhancement of Spatial Planning Application “Gram Manchitra”: The digital spatial data/maps created under drone survey shall be leveraged for creation of spatial analytical tools to support preparation of GPDP.


  • Online Monitoring System: Online Monitoring and reporting dashboard would monitor the progress of activities.


  • Program Management Unit i. National Programme Management Unit (NPMU) ii. State Programme Management Unit (SPMU) The scheme will be implemented through the regular departmental mechanisms, which will be assisted by Programme Management Units at the National and State level.


  • Documentation Support/ Workshops/ Exposure Visits Organisation of National/ Regional level workshops and exposure visit


  • Union Minister of Rural Development & Panchayati Raj Shri Narendra Singh Tomar issues guidelines regarding the SVAMITVA scheme, a new initiative of the Ministry of Panchayati Raj


  • This scheme will help in streamlining planning and revenue collection in rural areas and ensuring clarity on property rights; the scheme will also enable creation of better-quality Gram Panchayat Development Plans engaging Drone Surveying technology


  • The Minister said that the aim of this program is to provide rural people with the right to document their residential properties so that they can use their property for economic purposes.


  • The Minister said that this scheme will help in streamlining planning and revenue collection in rural areas and ensuring clarity on property rights.


  • This will also help in resolving property related disputes.


  • The scheme will enable creation of better-quality Gram Panchayat Development Plans (GPDPs), leveraging the maps created under this programme.


  • SVAMITVA scheme, a collaborative effort of the Ministry of Panchayati Raj, State Panchayati Raj Departments, State Revenue Departments and Survey of India, aims to provide an integrated property validation solution for rural India, engaging the latest Drone Surveying technology, for demarcating the inhabitant (Aabadi) land in rural areas.


  • The program is currently being implemented in six states - Haryana, Karnataka, Madhya Pradesh, Maharashtra, Uttar Pradesh and Uttarakhand.


  • Under this, mapping of rural housing land can be done using the latest survey methods and drones.


  • In Punjab and Rajasthan, 101 Continuously Operating Reference Stations (CORS) will be set up during this year which will set the stage for undertaking actual survey and mapping of inhabited areas of villages next year.


  • Shri Narendra Singh Tomar also released a Standard Operating Procedure (SOP) regarding e-Gram Swaraj on the occasion.


  • He said that following this procedure, it will be ensured that the funds given to the panchayats are not misused and transparency can be maintained in its use.


  • He said that this process will help in establishing a strong financial system by integrating the Priya Soft and PFMS, the payment portals of the Ministry of Panchayati Raj.


  • The application aims to bring in better transparency and strengthening of the e-Governance in Panchayati Raj Institutions (PRIs) across the country through decentralized planning, progress reporting and work-based accounting.


  • It will also assist in enhancing the credibility of Panchayats which would induce greater devolution of funds to PRIs. Furthermore, e-Gram Swaraj provides a platform for effective monitoring by higher authorities. It will be a single platform for all planning and accounting needs of the Panchayats.


  • The key focus areas of M/o Panchayati Raj over the last few years has been to track the fund flow of the Central Finance Commission grants and also to ensure timely payments on real-time basis to the service providers in the Panchayats.


  • The Online Payment Module (erstwhile PRIASoft-PFMS Interface (PPI)) is one of its kind whereby Gram Panchayats are carrying out online payments to the vendors and service providers.


  • The main objective of introducing such a module is to have a sound financial management system in the Panchayats leading to their greater credibility and image.


  • These endeavours are also congruent to that of Digital India Programme which is to transform India into a digitally empowered society and knowledge economy - “Faceless, Paperless, Cashless”.

  • The scheme is for surveying the land parcels in rural inhabited area using Drone technology. The survey shall be done across the country in a phase wise manner over the period 2020 -2025 .


  • To bring financial stability to the citizens in rural India by enabling them to use their property as a financial asset for taking loans and other financial benefits.


  • Creation of accurate land records for rural planning.


  • Determination of property tax, which would accrue to the GPs directly in States where it is devolved or else, add to the State exchequer.


  • Creation of survey infrastructure and GIS maps that can be leveraged by any department for their use.


  • To support in preparation of better-quality Gram Panchayat Development Plan (GPDP) by making use of GIS maps.


  • To reduce property related disputes and legal cases


  • Coverage: There are about 6.62 lakh villages in the country which will be eventually covered in this scheme. The entire work is likely to be spread over a period of five years.


  • : The pilot phase is scheduled during 2020-21. Pilot Phase extends to six pilot States (Haryana, Karnataka, Madhya Pradesh, Maharashtra, Uttar Pradesh and Uttarakhand) covering approx. 1 lakh villages and CORS network establishment is planned for two States (Punjab And Rajasthan).


  • *For the States, which have already done Abadi surveys, the scope and the process of the survey will be decided in Phase II (post Pilot Phase), in consultation with the States and SoI.


  • Scaling up phase: Full coverage of nearly 6.62 lakh villages in India and establishment of an extensive CORS network with 567 CORS stations.


  • A Continuously Operating Reference Stations (CORS) network provides regional positioning service. In CORS Infrastructure, the corrections to the map are instantly sent to the rover receiver from control centre which helps to find very accurate positioning of rover in real me.


  • CORS plays a major role in achieving centimetre accuracy positioning in many applications, for example, cadastral mapping, land information management, large scale mapping, fleet management, tracking and navigation etc which is otherwise not possible with traditional methods.
